Who Can Take Part
FP7 is open to any legal entity and helps fund research projects between universities, industry, research centres and public authorities across the EU and beyond. The types of organisations that take part in FP7 are:
- Private companies such as small and medium sized enterprises (SMEs), private research institutes or large companies.
- Public bodies which are legal entities established under national law, and international organisations. This includes universities, regional authorities and public research organisations.
- Non-profit organisations , for example charities.
- Research organisations are non-profit organisations that carry out research or technological development as one of their main objectives.

| Which Countries Can I Work With? |
The majority of projects require you to work with partners from other countries. The EC classify countries in different ways.

Member States (the EU 27 countries) can take part in all aspects of FP7 and there are no restrictions on their participation.
Belgium, France, Germany, Italy, Luxembourg, Netherlands, Denmark, Ireland, UK, Greece, Portugal, Spain, Austria, Finland, Sweden, Cyprus, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia, Slovenia, Bulgaria, Romania

Associated States have science and technology cooperation agreements with the EU that involved contributing to the framework programme budget. They can take part in all aspects of FP7 and there are no restrictions on their participation.
Switzerland, Israel, Norway, Iceland, Liechtenstein, Faroe Islands
Candidate Countries
are aiming for future entry to the EU. They can take part in all aspects of FP7 and there are no restrictions on their participation.
Albania, Bosnia & Herzegovina,
Croatia, Macedonia, Turkey, Serbia, Montenegro

International Cooperation Partner Countries (ICPC) can take part in FP7 once the minimum partner criteria have been satisfied, although additional justification is recommended. Calls sometimes specifically require ICPCs to be involved, in which case it is mandatory for their involvement and they will receive EC contribution.
Africa, Caribbean, Pacific, Asia, Eastern Europe and Central Asia, Latin America, Mediterranean, Western Balkans
Third Countries can take part in FP7 but justifying their involvement is crucial, with the project not progressing without their involvement. EC financial contribution, unless their participation is specifically required in a call, is doubtful.
USA, Japan, Australia, etc.

The type of funding project you apply for will dictate the minimum number of partners you will need to work with and which countries they need to be from.
